The Political Card in question does not add "Space-time anomaly" borders. For example, are 2 systems seperated by that order considered adjacent? Can you use diplomacy through it for example? Or is it magical barrier that stops EVERYTHING.
You're right that if Space-time anomaly border tokens are added to the game, this Political Card should probably be rewritten to place 2 of them, instead of re-explaining them, but right now there is no ambiguity as to what this card does.
The 2 systems are still adjacent even though units can't move from one to the other, so Diplomacy Secondary works.
